Level 1, Level 2, Level 3 — the labels are everywhere, but what do they actually mean for your rota? As a rule of thumb: Level 1 gives awareness (everyone should have it), Level 2 builds competence for people with a defined role, and Level 3 develops the people who lead, plan and supervise.

Most workplaces get the best value from a pyramid: everyone at Level 1, role-holders at Level 2, and one or two Level 3 leads per site or shift. If you are unsure where to start, tell us how your teams work and we will map it for you.
