Level 1, Level 2, Level 3 — the labels are everywhere, but what do they actually mean for your rota? As a rule of thumb: Level 1 gives awareness (everyone should have it), Level 2 builds competence for people with a defined role, and Level 3 develops the people who lead, plan and supervise.
